Jagex has said the date will be the 3rd through 6th of September after labor day weekend.

Now for those of you who mentioned they wanted to train summoning (Plats and others) this time around the bonus exp for summoning is capped at 110%. Yes meaning those of you who have a ton of charms saved up will only be getting an additional 10%
Now you'll be thinking alright maybe I will train herblore or something BUT I have a hunch that "buyable" skills such as herblore will also be capped. They haven't stated that it will be yet but if it can happen to summoning, why not herblore? If you look at the forum link there are a ton of people against double xp weekends, including myself, but I will guarantee that very few protestors will sit out this weekend, which is why Jagex probably does not care what we think. However like I said I have a very strong hunch that all "buyable skills" will be capped so don't start drooling yet.
All of this explains why I am having trouble purchasing simple ingredients that I have been able to buy at min before and am now unable to buy them at max. I did miss the previous exp weekend and from what I understand and have read, the market will be bombarded with expensive rares such as whips, gs, claws, etc. by people wanting cash to train expensive skills. So I am predicting that prices for rares will drop if not crash and this would be a perfect time to buy an expensive item just before they rise in price in the winter.
So final thoughts and predictions? Summoning was capped so I predict herblore and other "buyable" skills will be capped as well. Prices of raw ingredients will soar and prices of rares will drop.
