It's best to fix the problems when they happen. We really need our population to go up and to make sure our population doesn't leave, we need to get our unemployment to stay at 0%.

No, we need to get it down to 0 before doing pop. again because if we don't and someone leaves then the click on pop. that you do for that day would be a waste. Although we are down to 1% so most people can do pop. now. Also we are almost in the top 3,000 cities.
